Troutt Chosen as NBBI Chairman, Four Elected to Board of Trustees

Elections to fill positions on the NBBI Board of Trustees were held during the Members’ Meeting on May 11, with five members assuming new terms effective June 1, 2021.

Robby Troutt, representing the state of Texas, was elected to a two-year term as chairman of the NBBI Board of Trustees.

A National Board member and chief inspector since 2013, Troutt joined the Texas Department of Licensing and Regulation in 2008 as a boiler inspector team leader for ASME and National Board joint reviews.

Troutt serves on the National Board Inspection Code (NBIC) Main Committee and the NBIC Subcommittee on Repairs and Alterations. He serves on several ASME committees, including Section IV Main Committee, Section IV Welded Boilers, and Section VI.

Milton Washington, representing the state of New Jersey, was elected to a three-year term as second vice chairman.

A National Board member since 1999, Mr. Washington joined the state of New Jersey in 1995. Prior to joining the state, he worked as a shift operating engineer, chief power plant engineer, and consultant.

Joseph “Donnie” LeSage Jr., representing the state of Louisiana, was elected to a three-year term as a member at large.

A National Board member since 2015, Mr. LeSage joined the Louisiana State Fire Marshal Office in 2002. Prior to joining the state, he held positions as a pipefitter, draftsman, welder/fabricator, quality control inspector/design engineer, and engineering manager.

Rick Sturm, representing the state of Utah, was elected to a two-year term as a member at large.

A National Board member since 2008, Mr. Sturm worked for the Utah Labor Commission as boiler and pressure vessel inspector for 10 years before becoming chief inspector. Prior to joining the state, he worked as a sheet-metal installer.

Matthew Sansone, representing the state of New York, was elected to a two-year term as a member at large.

A National Board member since 2011, Mr. Sansone has worked for the New York State Department of Labor since 1990. Prior to joining the state, he was a service technician for several machinery companies.
