The July 2024 NBIC Committee meeting at The Brown Hotel in Louisville was among the busiest and most productive. Over 200 committee members and guests from the boiler and pressure vessel industry assembled in person and virtually to discuss interpretations, code revisions, and code additions. Fourteen meetings were conducted July 15-18:
- NR, Historical Boilers, and Interpretations task groups
- Part 2 & 3 Joint Task Group
- Installation, Inspection, Repairs & Alterations, and Relief Devices subgroups
- Installation, Inspection, Repairs & Alterations, and Pressure Relief Devices subcommittees
- NBIC Executive Committee
- NBIC Main Committee
During these meetings, committee members and visitors discussed 132 business items. By the end of the week, the committees:
- Approved 38 code change proposals
- Reviewed and closed 14 proposals with no action
- Approved 13 new interpretations
The meetings marked the inaugural gathering of the Part 2 & 3 Joint Task Group. This group was formed to discuss action items that affect both Parts 2 and 3 of the NBIC and review the Parts to determine if sections of either book would fit better in the other.
Two members were awarded pins during the week for their service on NBIC committees: Michael Richards (20 years) and Eddie Wiggins (10 years).
During the Subcommittee Repairs and Alterations meeting, John Siefert (Electric Power Research Institute) and Hamit Afiyet (LGE-KU) presented on the use of NBIC Part 3 Welding Method 6, Welding Method 7, and Supplement 8. Siefert spoke on EPRI’s research on these methods over the last 15 years, and Afiyet shared firsthand accounts of repairs performed in the LGE-KU fleet using these methods.
Among the actions the committees took were officer elections for 11 chair and vice chair positions. The results of those elections were:

- Subgroup Installation Vice Chair: Tom Clark (state of Oregon)
- Subcommittee Inspection Chair: Mark Horbaczewski (Diamond Technical Services)
- Subcommittee Inspection Vice Chair: Darrell Graf (Air Products & Chemicals, retired)
- Subgroup Inspection Chair: James Roberts (TRIARC Tank)
- Subgroup Inspection Vice Chair: Jim Clark (Worthington Enterprises)
- Subcommittee Repairs and Alterations Chair: Kathy Moore (Joe Moore & Co.)
- Subcommittee Repairs and Alterations Vice Chair: Marty Toth (ECS Consulting and Boisco Training Group)
- Task Group Historical Chair: Trevor Seime (state of North Dakota)
- Task Group Historical Vice Chair: Tom Dillon (Minnesota Steam Engine Association)
During the Main Committee meeting on July 18, Jim Getter (Worthington Enterprises), Don Kinney (state of North Carolina), and Wiggins (state of Alabama) announced their retirements from NBIC committees.
- Getter served on Subgroup Inspection and Subcommittee Inspection for 18 years, Task Group Historical Boilers for nine years, and Main Committee for seven years.
- Kinney served on Task Group Historical Boilers, Task Group Interpretations, Subgroup Repairs and Alterations, and Subcommittee Repairs and Alterations for three years. He also served on Main Committee for one year.
- Wiggins served on Subgroup Installation and Subcommittee Installation for 10 years and Main Committee for three years.
