The National Board Inspection Code Committee Meeting on July 7-10 at The Summit Hotel in Cincinnati, Ohio, marked the halfway point for the 2027 NBIC’s development cycle.
More than 200 individuals from the boiler and pressure vessel industry gathered in person and virtually to collaborate on code interpretations and revisions. Fourteen meetings were conducted throughout the week:
- NR, Historical Boilers, Interpretations, and Parts 2 & 3 Joint Task Groups
- Installation, Inspection, Repairs & Alterations, and Pressure Relief Devices Subgroups
- Installation, Inspection, Repairs & Alterations, and Pressure Relief Devices Subcommittees
- NBIC Chairs Committee
- NBIC Main Committee
Committee members and visitors discussed 117 business items. By the end of the week, the committees:
- Approved 11 code change requests
- Reviewed and closed 13 items
- Approved five new interpretations

Fourteen committee members were recognized for their years of service. The following members received awards:
- Main Committee: Craig Hopkins (30 years) and Trevor Seime (5 years)
- Subcommittee Repairs & Alterations: Kathy Moore (10 years)
- Subgroup Installation: Joe Brockman (5 years)
- Subgroup Inspection: Brent Ray (5 years) and Vincent Scarcella (5 years)
- Subgroup Repairs & Alterations: Paul Davis (5 years), Walter Sperko (10 years), and Tom White (10)
- Subgroup Pressure Relief Devices (PRD): Del Schirmer (5 years)
- Task Group Historical Boilers: Chris Jowett (5 years)
- Task Group NR: Tom Roberts (5 years), Ray Spuhl (5 years), and Bryan Toth (5 years)
The National Board is grateful for the dedicated service of these members and all those who serve on NBIC committees.
During the NBIC Committee Meeting in Cincinnati, Ohio,
117 business items were discussed.
During the Main Committee meeting, Teresa Melfi, a technical fellow at Lincoln Electric and a member of NBBI’s Advisory Committee, presented a proposal for a new NBIC Part 3 supplement that would provide requirements for the use of pressure-retaining parts fabricated from additively manufactured materials. This supplement has been approved by both Subgroup and Subcommittee Repairs and Alterations and will be balloted to the NBIC Main Committee before the January 2026 NBIC meeting. If approved by the Main Committee, the supplement will debut in the 2027 NBIC edition.
Additionally, George Galanes, Chair of the NBIC Main Committee, announced that Brian Boseo (Burns & McDonnell), Tim McBee (Arise), and Howard Berny (Minnesota chief) were appointed as Main Committee members.
