Inquiries are specific to the RCI-1 edition referenced in the inquiries. Inquiries may be used with subsequent editions of RCI-1 provided the requirements have not changed. Inquiries provide clarification of existing rules of RCI-1 but are not part of RCI-1.

The provisions of this Inquiry expired on May 31, 2023. The National Board’s Board of Trustees has established policies for performing performance audits as required by RCI-1, Paragraphs 4-1.1.3 and 5-2.4 remotely. These policies may be used in a time of crisis that jeopardizes safety, health, and welfare, such as but not limited to, natural disaster, public health crisis, regional instability, or government-imposed restrictions prohibiting travel to a specific region. Authorized Inspection Agencies (AIA) shall contact the National Board when continued operations affect the safety, health, and welfare of its employees.

Although this Inquiry has expired, requests to perform remote audits and/or inspections may still be submitted in writing to the National Board’s Assistant Executive Director, Technical, at gscribner@nationalboard.org, in accordance with the National Board’s policy: Remote Inspection Activity Requirements. The portion of the AIA’s Quality Management System (QMS) that addresses the required controls shall be included with the request. The AIA shall maintain National Board approval on file in accordance with the document retention requirements of their QMS. Performing remote activities without expressed written approval from the National Board may constitute a violation of RCI-1.

 

Subject: Remote Performance Audit of Authorized Inspectors, as defined in RCI-1 Part 4, paragraph 4-0, and Repair Inspectors

Question: Under what conditions may the appropriately qualified Supervisor conduct the required performance audit of assigned Inspectors when the Authorized Inspector Supervisor, as defined in RCI-1 paragraph 4-0, or Repair Inspector Supervisor/Technical Manager is unable to be physically present at the assigned shop or field site where the Inspector has been actively engaged in performing authorized inspection and repair inspection activities?

Reply: It is the opinion of the Committee that the Authorized Inspector Supervisors and Repair Inspector Supervisors/Technical Managers (Supervisor) may conduct the performance audits required in Part 4 paragraph 4-1.1.3 and Part 5 paragraph 5-2.4 when they are unable to be physically present at the shop or field site location under the following conditions:

  1. The Supervisor is prevented from physically being present at the location due to the COVID-19 outbreak.
  2. The audit activity is live streamed using audio-video technology, and the Supervisor, Inspector and appropriate shop or field personnel must be able to view and hear the live feed of the event in real time.
  3. The Authorized Inspection Agency shall have documented procedures established that include, as a minimum, the following controls:
     
    1. Supervisor responsibility to ensure access to the required audio-video technology, and adequate connectivity required to execute the activity in an acceptable manner.
    2. Supervisor responsibility to facilitate and coordinate the remote activity with the assigned Inspector and appropriate shop or site personnel to ensure that the activity can be conducted in an effective and meaningful manner. The Supervisor shall ensure that access to all applicable and required Certificate Holder documentation can be provided.
    3. Documentation of audio-video recording checks at the start and conclusion of the activity to confirm the quality of the live audio-video feed, and provisions for the Supervisor to terminate the activity if at any time the audio-video feed is determined to be unacceptable. The live stream shall be demonstrated to have a minimum resolution capability of 1/32 in. (0.8 mm) and light intensity equivalent to at least 100 fc. (1076 lux).
    4. Defined audio-video recording file identification and retention requirements. As a minimum the file(s) shall be identified with the time, date and location of the recording. The file shall be retained until the audit is complete and any required follow-up has been documented as resolved.
    5. Mandated adherence to quality program requirements for documentation of the activity, such as the use of required checklists, written reports and follow-up activities, and a requirement that the written report indicate that the activity was completed remotely, with reference to this Inquiry number.
    6. Defined responsibilities for documentation in the Inspector’s Diary all remote Supervisor duties performed and the entry shall include, at a minimum, the following:
       
      1. Type of supervisor audit activity performed.
      2. The name, title, and location of each person that participated in the audit activity.

Question: Under what conditions may the Authorized Inspector/Repair Inspector perform inspections of boilers and pressure vessels as required in RCI-1, Paragraphs 4-2 & 5-3, remotely when the Authorized Inspector is unable to be physically present at the shop or field site location?

Reply: It is the opinion of the Committee that the Authorized Inspector/Repair Inspector may perform inspections of boilers and pressure vessels remotely when the Authorized Inspector/Repair Inspector is unable to be physically present at the shop or field site location where construction, fabrication or Repairs or Alterations are occurring under the following conditions:

  1. The Authorized Inspector/Repair Inspector is prohibited from physically being present at the location due to the COVID-19 outbreak.
  2. The inspection event is streamed live via video and two-way audio and the Inspector shall view the live feed of the event in real time.
  3. The Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager shall review and accept all requests in which this Inquiry will be used to conduct remote inspection activities as provided for in paragraph d) 4.
  4. The Manufacturer/R Stamp Holder:
    1. Shall have the capability to stream live video and audio from the shop or field location.
    2. Shall coordinate with their Authorized Inspection Agency so that the Authorized Inspector/Repair Inspector is available to witness and direct the live stream video of the inspection activity.
    3. Shall facilitate the remote inspection activity. This includes providing access to the video technology and connectivity required to execute the inspection activity in a manner acceptable to the Authorized Inspector/Repair Inspector.
    4. Shall, at the start and conclusion of each inspection event, perform an audio-video recording check to establish the level of quality of the live video and audio feed. The equipment used in the inspection shall be demonstrated to have a minimum resolution capability of 1/32 in. (0.8 mm) and light intensity equivalent to at least 100 fc (1076 lux). The level of quality shall be acceptable to the Authorized Inspector/Repair Inspector and the Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager.
    5. Shall assure that the video and audio can be recalled and viewed upon request.
    6. Shall provide for the Authorized Inspector/Repair Inspector to have access to all documentation needed to evaluate and confirm compliance of the specific inspection activity being performed.
    7. Shall identify the video file with the time, date, location, and the job or work order number, and shall retain the file, without edits or alteration by any means, until the Data Report/ R Form is certified.
    8. The data report/ R form shall be registered with the National Board.
  5. The Authorized Inspector/Repair Inspector:
    1. Shall be present for the full duration of the live video inspection activity.
    2. Shall have access to all documentation necessary to evaluate and confirm compliance of the specific inspection activity being performed.
    3. Shall have the ability to direct the remote inspection in a manner that the Authorized Inspector/Repair Inspector can be satisfied that the specific inspection activity is in compliance with the applicable ASME Code/ NBIC criteria, and the Certificate Holders documentation.
    4. Shall enter into the Inspector’s Diary, as a minimum:
      1. Type of activity performed.
      2. The name, title, and location of personnel involved in the activity.
      3. The Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager acceptance of use of this Inquiry and the initial demonstration of the equipment used by the Certificate Holder. See paragraph d) 4.
      4. Confirmation that the activity was performed using live videoconference technology and this Inquiry number.

      If the assigned inspector’s diary is not available, then the information shall be recorded in an alternate inspector’s diary. The provisions of which shall be described in the AIA’s Quality Program.

  6. The Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager shall include the review of the use of this Inquiry during the annual audit of the Authorized Inspector/Repair Inspector.
  7. The Certificate Holder’s Quality Control System policies, procedures, forms, and checklists that were established for use during physical on-site visits shall be followed.

Question: Under what conditions may the Authorized Inspector/Repair Inspector perform inspections of boilers and pressure vessels as required in RCI-1, Paragraphs 4-2 & 5-3, remotely when the Authorized Inspector is unable to be physically present at the shop or field site location?

Reply: It is the opinion of the Committee that the Authorized Inspector/Repair Inspector may perform inspections of boilers and pressure vessels remotely when the Authorized Inspector/Repair Inspector is unable to be physically present at the shop or field site location where construction, fabrication or Repairs or Alterations are occurring under the following conditions:

  1. The Authorized Inspector/Repair Inspector is prohibited from physically being present at the location due to the COVID-19 outbreak.
  2. The inspection event is streamed live via video and two-way audio and the Inspector shall view the live feed of the event in real time.
  3. The Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager shall review and accept all requests in which this Inquiry will be used to conduct remote inspection activities as provided for in paragraph d) 4.
  4. The Manufacturer/R Stamp Holder:
    1. Shall have the capability to stream live video and audio from the shop or field location.
    2. Shall coordinate with their Authorized Inspection Agency so that the Authorized Inspector/Repair Inspector is available to witness and direct the live stream video of the inspection activity.
    3. Shall facilitate the remote inspection activity. This includes providing access to the video technology and connectivity required to execute the inspection activity in a manner acceptable to the Authorized Inspector/Repair Inspector.
    4. Shall, at the start and conclusion of each inspection event, perform an audio-video recording check to establish the level of quality of the live video and audio feed. The equipment used in the inspection shall be demonstrated to have a minimum resolution capability of 1/32 in. (0.8 mm) and light intensity equivalent to at least 100 fc (1076 lux). The level of quality shall be acceptable to the Authorized Inspector/Repair Inspector and the Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager.
    5. Shall assure that the video and audio can be recalled and viewed upon request.
    6. Shall provide for the Authorized Inspector/Repair Inspector to have access to all documentation needed to evaluate and confirm compliance of the specific inspection activity being performed.
    7. Shall identify the video file with the time, date, location, and the job or work order number, and shall retain the file, without edits or alteration by any means, until the Data Report/ R Form is certified.
    8. The data report/ R form shall be registered with the National Board.
  5. The Authorized Inspector/Repair Inspector:
    1. Shall be present for the full duration of the live video inspection activity.
    2. Shall have access to all documentation necessary to evaluate and confirm compliance of the specific inspection activity being performed
    3. Shall have the ability to direct the remote inspection in a manner that the Authorized Inspector/Repair Inspector can be satisfied that the specific inspection activity is in compliance with the applicable ASME Code/ NBIC criteria, and the Certificate Holders documentation.
    4. Shall enter into the Inspector’s Diary, as a minimum:
      1. Type of activity performed.
      2. The name, title, and location of personnel involved in the activity.
      3. The Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager acceptance of use of this Inquiry and the initial demonstration of the equipment used by the Certificate Holder. See paragraph d) 4.
      4. Confirmation that the activity was performed using live videoconference technology and this Inquiry number.

      If the assigned inspector’s diary is not available, then the information shall be recorded in an alternate inspector’s diary. The provisions of which shall be described in the AIA’s Quality Program.

  6. The Authorized Inspector Supervisor/Repair Inspector Supervisor/Technical Manager shall include the review of the use of this Inquiry during the annual audit of the Authorized Inspector/Repair Inspector.
  7. The Certificate Holder’s Quality Control System policies, procedures, forms, and checklists that were established for use during physical on-site visits shall be followed.
  8. This Inquiry number shall be recorded on the inspection form, traveler, or inspection checklist and in the Remarks Section of the Manufacturer’s Data Report or R Form as appropriate.

Question 1(b): In revisions of NB-263, prior to the 2015 Edition, it was stated that the Inspector’s National Board Commission number shall be recorded on NBIC Forms R-1, R-2, R-3, R-4, NR-1, NVR-1, NB-5, NB-6, NB-7 and NB-136, and may be recorded on other inspection related forms (including electronic inspection reporting) as required or accepted by jurisdictions. NB-263, RCI-1 2015 and 2017 Editions are silent on the subject.

May the Inspector’s Commission number be recorded on inspection related documents meeting NBIC requirements, or as permitted by the jurisdictions?

Question 1(a): In revisions of NB-263, prior to the 2015 Edition, there was a requirement that the Authorized Inspector shall record the National Board Commission Number and Endorsements on manufacturer’s data report only for items registered with the National Board. NB-263, RCI-1, 2015 and 2017 Editions, do not have this requirement. Is this still a requirement?

Note: The Inspector’s Commission Number shall be recorded, regardless of whether the item is registered with the National Board or not.

Question 1(b): In revisions of NB-263, prior to the 2015 Edition, it was stated that the Inspector’s National Board Commission number shall be recorded on NBIC Forms R-1, R-2, R-3, R-4, NR-1, NVR-1, NB-5, NB-6, NB-7 and NB-136, and may be recorded on other inspection related forms (including electronic inspection reporting) as required or accepted by jurisdictions. NB-263, RCI-1 2015 and 2017 Editions are silent on the subject.

May the Inspector’s Commission number be recorded on inspection related documents meeting NBIC requirements, or as permitted by the jurisdictions?

Question 1(c): In RCI-1, 2017 Edition, Paragraph 4-2.1.11 states “The Authorized Inspector’s National Board Commission number and endorsement(s) shall be recorded on the Manufacturer’s Data Report.” Is it still a requirement for the Inspector’s endorsement(s) to be recorded on non-nuclear Manufacturer’s Data Reports?

Reply: Yes, provided there is traceability between the Authorized Inspector/Inspector and the entry in the Inspector Diary, and the process is described in the Authorized Inspection Agency’s Quality Program.

Question: In Paragraph 3-2.2.2(c), it is required that the Inservice Commissioned Inspector monitor the repair organization’s accepted quality program on a continual basis. Is it also a requirement in Paragraph 5-4.2, that the Authorized Inspector (new construction) monitor the repair organization’s accepted quality program on a continual basis, or at least every twelve months?

Reply: Paragraph 3-2.2.2(c) specifies that monitoring of the repair organization’s quality program by an Inservice Commissioned Inspector shall be performed on a continual basis. Paragraph 5-4.2 specifies that each element should be monitored at least once every 12 months by either an Inspector (Inservice Commission) or an Authorized Inspector (New Construction) as appropriate.
