Subject: Diversified Experience for AI Commission

Question 1: Is it the intent of RCI-1 to allow diversified experience at a shop or field site not holding an ASME Certification of Authorization (COA) if the experience is gained on work designed and built in accordance with the technical requirements of the ASME B&PV Code, under direct supervision of an Authorized Inspector or Authorized Inspector Supervisor?

Reply 1: Yes.

Question 2: Is it the intent of RCI-1 to allow diversified experience, including on the job training, at a shop or field site not performing work designed and built in accordance with the technical requirements of the ASME B&PV Code?

Reply 2: No.

INQUIRY RCI-23-03

Subject: Inspector Diary

Edition: 2023, Part 6, 6-3.1 (d)

Question 1: Per the requirements of RCI-1 Revision 2023, 6-3.1(d), shall all Inspector diaries completed by the current Authorized Inspection Agency of Record since the last Joint Review be available at the Certificate Holder’s location during a triennial joint review?

Reply 1: Yes.

Question 2: Shall the Inspector diaries of any previous Authorized Inspection Agencies since the last joint review be available for review at the Certificate Holder’s location during a triennial joint review?

Reply 2: No.

Question 3: Is it acceptable to provide a copy, electronic or printout, of the Inspector diaries for review during a triennial joint review in lieu of the original Inspector diaries?

Reply 3: Yes.

INQUIRY RCI-23-02

Subject: Code of Ethics

Question 1: Does RCI-1, paragraph 7-4.4 prohibit an AIA from providing authorized inspection or repair inspection services to a Certificate Holder for Code work when the assigned AIA’s Authorized Inspector and/or Repair Inspector is directly involved with NDE Level III services to that Certificate Holder?

Reply 1: Yes.

Question 2: Does RCI-1, paragraph 7-4.4 prohibit an AIA from providing authorized inspection or repair inspection services to a Certificate Holder for Code work when the NDE Level III services are performed by an individual who is engaged by the AIA through a contractual arrangement to provide inspection services, but the assigned AIA’s Authorized Inspector and/or Repair Inspector is not directly involved with NDE Level III services to that Certificate Holder?

Reply 2: Yes.

Question: Can an employee, other than the assigned Supervisor, who is identified in the Authorized Inspection Agency’s Quality Program verify that the assigned Inspectors are provided safety training for hazards expected to be encountered in the carrying out of their assigned duties?
